CCSD
The mass balance technique is a method of accounting for the quantity of a substance going in and out of an entire facility, process or piece of equipment. Releases can then be calculated as the difference between input and output. Accumulation or depletion of the substance in either bottom ash or fly ash should be accounted for in the calculation. Fuel analysis data is a good example of how the mass balance approach can be used in estimating emissions. For example, if the concentration of a contaminant in a fuel is known, emissions of that contaminant can be calculated by assuming that all of the contaminant is emitted. It should be noted that for some processes it may also require direct monitoring or further analysis to determine the portion of contaminants that remain in the process (eg ash) and not emitted to the atmosphere. http://www.ccsd.biz/

The ACCC has updated their econometrics on FuelWatch and it reinforces the positive effects of that policy found in WA. The new updates do two things. First, they respond to claims that price falls in WA were the result of the entry of Coles rather than FuelWatch. The ACCC uses a test for endogenous structural breaks to look for significant events. They find that both Coles’ entry and FuelWatch were such events but that FuelWatch’s effect was almost three times as large. Now, readers of this blog — although you might not know it — are familiar with the use of these tests in competition policy. They were at the heart of my submission to the Reserve Bank on credit cards demonstrating that payment system reforms were not associated with structural break points even though normal market events such as interest rate rises were. The U.S. Environmental Protection Agency (EPA) position on all fuel additives is to view them with suspicion until proven otherwise. Fuel additives must be proven safe and not have changed or created new/harmful emission species by way of the combustion process. Metal additives are known to be in this group. Metals as a group, when used in fuel additives, are known to reduce visible exhaust smoke output but at a cost. Metals do not burn up during combustion process. The problem with metal additives is that the metals reappear in the exhaust particulate. Metals are known to have the same biological effects just like diesel particulates and as such should be avoided.
